Kumba: Councils’ Tender Board Bridge Lacunae

The era of groping in darkness while awarding and executing public contracts is over tender boards members hold.


Mayors and tender board members of the following councils: Tiko, Mbonge, Menji, Bamusso, Tombel and Eyumojock have expressed satisfaction at the end of a four-day workshop on the award and execution of public contracts in Kumba.

“History will have it that we have been groping in darkness”, Mbonge Council Mayor, Otte Mofa reiterated what other workshop participants said at the end of the National Community-Driven Development Program (PNDP) organized workshop on the training of Mayors, Presidents and Members of councils’ tender boards on the awarding and executing of public contracts 18th September

The first two days of the seminar saw the consultants from the Public Contracts Regulatory Agency (ARMP) drill participants on six modules: Structure of the system for the award of public contracts, procedures for the award and follow-up of the execution of public contracts, preparation of files for invitation to tender and application for quotation, bids analysis and techniques in awarding public contracts.

The last two days were devoted to PNDP specialists who lectured on fiduciary management, planning, award of contracts and application for quotation, consideration of applications for quotation, announcement of considered cases, individual consultations and selection of local support organizations, handling of contracts and classification and archiving of files.

Closing the workshop, the PNDP South West Regional Coordinator, Nkem David remarked that participants showed keen interest during the training. He urged them to implement knowledge acquired. “Do things rightly and transparently for this will encourage donors to keep supporting PNDP who will intend organize many more seminars. PNDP is here for you this explains why when you are in difficulties ring us for spontaneous solutions to your problems” Dr. Nkem added. PNDP was created in 2005 to assist the Cameroon Government in fostering decentralization. Other speakers at the seminar included Messrs Mbeutcha Thomas, Boube Charles and Meka Abessolo.
