Buea : CEFAM Marks Beginning of School Period

One hundred and forty six trainees have embraced a two-year training programme until 2012 to become Council staff.

Trainees, trainers and authorities were on hand at the assembly ground of the Local Government Training Centre (CEFAM), in Buea 24 September, to kick off the school period 2010 – 2012 for the Institution.

Some 146 trainees answered present with the fifth batch of senior Council staff made of 43 for General Administration; 35 for Finance and Treasury Management; 25 for Technical Services and the 18th batch of 43 Middle –Level Staff; all of them to be trained for two successive years.

Speeches, choral singing and a discourse, by guest-speaker, Dr. Djame Narcisse Francois of the University of Douala, marked this year’s solemn launch of the school period for CEFAM.
Mathieu Hagbe, Director of CEFAM, who chaired the ceremony, underscored the fact that CEFAM remains a veritable hub of the decentralisation process in Cameroon being the trainer of Council staff who are goal - getters of the local government system. To merit this, CEFAM has undergone reforms and reinforced its study programmes made of theory and practice. Which is why the 2010 – 2012 batches of 146 trainees this time around are pioneers of a new syllabus which includes “Andragogy”, an intensive teaching method with visual aids. The Director reminded the trainees of CEFAM of the requirements of discipline and hard work clearly explained to them last June 28 while receiving them on campus.

External organisations like the National Programme for Participatory Development (PNDP); the Programme for the Sustainable Management of Natural Resources (PSMNR); Women Education and Empowerment Project (WEEP); the German Development agency (DED) among others;were highlighted for praise in their contribution to CEFAM's performances.

The environment of the Centre was presented in addition to its splendid cleanliness, to have dormitories, kitchen facilities, modern classrooms, computer facilities with internet, a resourceful library and convenient administrative offices and an infirmary.

Dignitaries who graced the launch included a representative of the Ministry of Territorial Administration and Decentralisation, the local Administration and Robert Orou Yorouba, Director of a similar structure from the Benin Republic.

CEFAM was created as a public establishment by Decree No. 77/494 of 7 December 1977. It runs three cycles I, II and the third cycle for retraining and further training of already trained staff from the first two cycles.
