Une ville qui bouge. C’est le sentiment de tous les habitants ou visiteurs d’Ebolowa en ce moment. La tenue du Comice dans le chef lieu de la région du Sud était dans l’air. Mais nul ne savait quand se déroulerait l’événement. Depuis quelques semaines, tout le monde sait avec exactitude que la grand’messe du monde agropastoral se déroulera du 9 au 14 décembre 2010. Depuis que cela se sait, les choses se sont emballées. A Ebolowa c’est la grande frénésie. Même si la longue attente de la date du comice a fini par tempérer certaines ardeurs, l’immense majorité des habitants d’Ebolowa reconnaît que la capitale de la région du Sud est dans une ère nouvelle. Il n’y a qu’à en juger par le ballet incessant des hauts responsables de la République et singulièrement des membres du gouvernement qui se succèdent dans la ville.
Sur le plan pratique, Ebolowa est à l’ouvrage. Ca bêche, ça creuse, ça rabote, ça cogne, ça nettoie de toutes parts. Les chantiers sont aussi nombreux que variés. Néanmoins, les chantiers routiers sont les plus visibles. Aveux d’habitants : « si toutes ces routes sont construites ou réhabilitées comme nous l’observons, nous n’aurions rien à envier à Yaoundé et Douala ». Assurément, les travaux d’aménagements de la voirie urbaine d’Ebolowa pilotés par le ministère du Développement urbain et de l’Habitat ont frappé les esprits. Et la satisfaction est à la hauteur des longs mois voire des longues années d’attente. Toujours est-il que si la perspective de voir la capitale de la région du Sud d’être dotée d’un réseau routier conséquent suscite l’enthousiasme des populations, leur ravissement pour les autres travaux effectués dans leur cité est tout aussi important. En tout cas du cœur de la ville aux quartiers comme New Bell, Samba, Angalé – sud, Abang etc. le remue-ménage observé augure d’un événement grandiose.
En attendant le 9 décembre prochain, Ebolowa fait sa toilette. Il est question de donner un nouveau visage à la ville. De nombreux chantiers immobiliers à l’abandon depuis des lustres ont repris. Du reste, le secteur de l’immobilier a la cote en ce moment dans la cité et ses environs. Car, la ville attend plusieurs milliers de visiteurs auxquels il va falloir offrir un gîte. Le chantier de construction d’un hôtel de luxe (trois étoiles) a bien été lancé il y a quelques semaines. Mais cette infrastructure ne sera pas prête avant l’année prochaine. Et pour parer au plus pressé, tous les établissements hôteliers déjà disponibles reçoivent un coup de neuf. Davantage des résidences privées ont été réquisitionnées pour loger les visiteurs du comice. Et pour garantir un minimum de confort aux visiteurs, des aménagements sont faits à tous les étages.
En plus des travaux de voirie et du problème de logements, à différents niveaux des dispositions sont prises pour que la capitale du Sud soit rayonnante et surtout soit hospitalière pour tous ceux qui vont y séjourner. C’est ainsi que l’approvisionnement de la ville en eau potable et en l’électricité fait partie des priorités. Le ministre de l’Eau et de l’Energie est allé lui-même toucher la réalité du doigt il y a quelques jours. Les télécommunications ne sont en reste. La société Camtel s’est ainsi engagée à connecter les villes d’Ebolowa, Ambam et Kye Ossi au réseau internet. En ce qui concerne la santé, de l’aveu du délégué régional de la Santé publique pour le Sud, Jean Blaise Doaw Mekanda, sa hiérarchie a pris les mesures nécessaires pour renforcer le plateau technique et les infrastructures sanitaires de la ville d’Ebolowa et de ses environs. Même s’il y a quelques jours encore les chantiers du ministère de la Santé publique relatifs au comice n’avaient pas commencé, il est acquis que le jour J, les populations d’Ebolowa et les visiteurs pourront bénéficier de soins de qualité. Au demeurant, chaque jour qui passe, enregistre un changement notoire dans la physionomie de la capitale de la région du Sud qui plus que jamais, tend les bras au reste du pays. Tour de ville ….
The Surprise Package from the South
The Region through its scrupulous planning, intends to pull the shots at the agric show in its capacity as host.
Farmers and livestock breeders in the South Region do not want to organize the agric show and leave with empty hands. This expression threaded through all the declarations and assertions of the South Delegate of Agriculture and Regional Development, Ella Ella Ferdinand.
Like other regions in the country, the South will has been given 120 of the 1,200 places at the exhibition ground. The mobilization towards the agric show started in 2009 with the sharing of in-puts to list of exhibitors selected during the ten mini-agro-pastoral shows. Seven of these were organized in Ebolowa, Ella Ella told CT, stating that this enabled the region to short list the farmers and livestock breeders for the national agric show. Two rounds of selection were organized at the level of the divisions classed under main production zones. In order to be rational and obtain better results, “farmers were grouped according to sectors”, he said. When it comes to cassava production for instance, the South counts on the Ocean Division. In the same vein, the area counts on Mvangan for plantain supply.
So far, the South has already come up with its second short list of 422 since the selection started. The final list, according to Ella Ella is expected to be established this week. This will be followed by the launching of best farm competition. Once this has been done, the second set of farm in-puts will be shared to the final list. Meantime, the delegation of Livestock, Fisheries and Animal Industries will occupy 23 percent of the 120 places. Already, 228 exhibitors have been shortlisted. The Divisional delegate … says 28 exhbitors will finally be chosen from the list latest October 20.
The Ministry of Agriculture and Regional Development will ensure the transportation of all the products from their production zones to the agric village, he said, stating that they are working with the Ministry of Trade which will supervise the sale of the products at the end of the show. “If the crops are not bought, the agric show is considered a failure”, he said.

La voirie fait peau neuve
Dans la perspective du comice, le réseau routier d’Ebolowa est en totale recomposition.
Même si tous les détails ne sont pas encore perceptibles, à Ebolowa les populations se frottent déjà les mains avec les différents chantiers routiers engagés. Cinq axes urbains et une voie de contournement. Voilà l’héritage du comice d’Ebolowa qui devrait donner un nouvel aspect à la ville. Davantage, les automobilistes pourront se mouvoir avec beaucoup plus de facilités. Le ministère des Travaux publics et le ministère du Développement urbain et de l’Habitat sont au cœur des chantiers routiers. Le MINTP s’occupe principalement de la voie de contournement (14 km) allant de Nnemeyong à Mvam Essakoe – vers Ambam- Ces travaux qui ont démarré en juillet dernier devraient courir sur sept mois Autant dire que si ces travaux avancent normalement, le chantier ne sera malheureusement pas prêt pour le comice. A l’origine, compte tenu de l’incessant ballet de véhicules transitant par le cœur de la ville d’Ebolowa en direction d’Ambam notamment, il était question de trouver une parade pour éviter des engorgements et surtout pour garantir un minimum de sécurité aux usagers et aux populations à l’intérieur de la ville.
En ce qui concerne les travaux de voiries urbaines, le Minduh est à pied d’œuvre sur plusieurs chantiers. L’objectif est d’assurer l’entretien, la réhabilitation et voire la construction des voies. Le chantier le plus important va du Carrefour Jeunesse au village du Comice à Mebae. Ce tronçon long de 5 km est en plein chantier. Il va connaître un élargissement de six à neuf mètres pour pouvoir accueillir un nombre important de véhicules. Préalablement d’après le délégué Régional du Minduh pour le Sud, Nicolas Baba, le projet prévoyait une route à deux voies. Mais à cause des contraintes budgétaires, les ambitions ont été recadrées. Toutefois sur cet axe, l’aménagement du Carrefour Jeunesse est un bonus. Et les travaux suivent leur cours normalement. Le deuxième chantier du Minduh concerne, l’axe Camp de Police-village du comice. Cet axe long de 4 kilomètres va servir de seconde voie pour atteindre le village du comice. Il va bénéficier d’un revêtement en tri –couche.
Un autre chantier concerne la bretelle carrefour Elat-carrefour Samba-Région. Ici, il est notamment question d’un élargissement de la chaussée, de l’aménagement d’accotements et de l’éclairage public. Sur l’axe carrefour-Elat –hôpital d’Enongal, on s’active également pour élargir la route. Et d’ici quelques semaines tous les aménagements seront terminés. Les autres chantiers concernent l’axe carrefour-Mekalat-carrefour Angalé (plus d’un km), les voies de desserte d’Amang, le carrefour Djonkam-Ecole maternelle ; carrefour stade-canal de suez ; carrefour FNE-Compagnie de gendarmerie ; carrefour Mvondo-vers Bitigili. En outre, l’axe principal – entrée de la ville d’Ebolowa jusqu’au carrefour An 2000 va également connaître un lifting avec l’aménagement des accotements et des trottoirs. D’une manière générale, ces différents chantiers suivent leur cours et devraient être achevés avant le comice. Certes, les entreprises sont gênées par la pluie et par les plaintes des populations – sur l’axe carrefour Jeunesse jusqu’au village du comice, on parle d’indemnisations- mais globalement tous les chantiers seront livrés au plus tard à la mi- novembre. Mais les automobilistes d’Ebolowa s’impatientent déjà !

Lodging: Gateway to Successful Agric Show
Most, if not, all administrations are expected to build make-shift hostels for participants.
The Ebolowa Government Delegate, Guy Roger Zo'o Oloumane describes the zeal to provide enough lodging for Agric show participants in simple terms; “our major preoccupation is lodging.” In effect, providing lodging for over 1,500 participants and many other visitors estimated at 20,000 people, according to security officials, certainly necessitates serious planning. The situation is exacerbated by the absence of the earmarked three-star hotel projected to be complete a year later.
The local administration piloted by the governor, Jules Marcelin Ndjaga, has made special arrangements in a bid to fill the vacuum. All administrations represented in Ebolowa have been asked to build make-shift residential houses that will host members of government and other high-level personalities. October 30 has been set as deadline for such projects to be completed, Ella Ella Ferdinand, MINADER Delegate for the South said in another interview. Many private hotels are working day and night to extend their rooms. “Presently, we have about 200 rooms under completion in several private hotels”, the Government delegate told CT. About 150 metres from the famous “Carrefour Tamzou”, a popular square in the town, is a relatively bigger building under rehabilitation. The building initially belonged to a private individual who, being unable to rehabilitate it bequeath to government.
Meantime, the lodging of all the 1,200 exhibitors and their 230 trainers will be handled by authorities of Inter Progress Foundation.

Social Services on Emergency Alert
Security, health, water, electricity and transportation are key areas of concern for the Agric show local organisation committee.
The local organisation committee of the Ebolowa Agro-pastoral Show seems to be quite aware of the urgency in putting up social structures to lubricate the smooth functioning of the December Agro-pastoral Show. All the stakeholders represented in the committee, most of them regional delegates, have put up action plans to be executed before the first week of December, having as common denominator; confidence. As at last week, all project coordinators and supervisors declared execution was above 60 per cent.
Transportation
The South Delegation of Transport is working out a plan for the town to ease movement. Horizontal and vertical signs have been prepared and will soon be installed. In collaboration with other departments, notably, the security officials, the Delegate…will design how vehicles will move during the Agric show. Special arrangements have been made for taxi cabs that have virtually disappeared from the town to resume activity, at least for the period of exhibition. In order to step down criminality, Ebolowa transport authorities have ordered that all motorbikes be painted and registered at the city council. A census of all drivers and motorbike riders has been conducted and their names registered at the transport office. Technicians hired to build the Aerodrome for helicopter landing are expected to continue work next week. Meantime, the tar mark for landing is almost completed.
Public Health
Existing health structures are being refurbished as more government assistance is awaited. Dr. Doaw Menkanda Jean Blaise, the Regional Delegate of Public Health for the South, was quite confident government will honour its engagement. A few days later, the Minister of Public Health visited the area to ensure the effective execution of projects that will make the event health hitch-free.
The health facilities expected to galvanise the agric show include the Enounga Central Hospital with 240 beds, the FCFA 50 million health centre to be constructed at the agric village, building of a high standing hospital and reinforcement of equipment including the ambulance. “Concretely, we are a bit late, but the project will be completed on time”, Doaw Menkanda said. Work on the Emergency as well as the High Standing hospitals were yet to start at the time CT arrived.
That notwithstanding, health authorities assured that measures have been taken to ensure health coverage. Over 50 additional doctors are awaited in Ebolowa. The event will witness the influx of people from all walks of life coming from the ten regions of the country including cholera-infested ones. This entails taking additional measures to treat as a matter of emergency any case identified during the show.
Water, Electricity Supply
The zeal of the people of Ebolowa and its environs is for potable water and electricity to be supplied in quantum before, during and after the agro-pastoral show. The contracting companies for connecting water and electricity are busy digging trenches and pinning electricity poles along the five-kilometre road leading to the agric village. However, they are finding it difficult to execute their work schedule due to lack of plan of network of electricity installation and also because the laying of pipes for instance depend on the road construction company.
That said, the situation of water catchment and treatment at the Mvila site is deplorable, the Minister of Energy and Water Resources, Michael Tomdio was informed
Public Security
Measures are being taken to ensure security in the town before, during and after the agric show. According to police sources in Ebolowa, there exist a plan of action which emphasizes criminal-prone areas in town. Many police operations will be carried out to scare or push the criminals out of action prior to the commencement of the agric show.
Security authorities suspect criminals will flow into town in big numbers knowing Ebolowa has been enriched with close to 20,000 more people. Security, of course, is not only fighting against criminality. Against this backdrop, the police force is stepping the organisation of traffic flow considering that movement in town will be extremely dense. In this light, the number of police at hand in Ebolowa will have to be reinforced. At least two police posts will be put at the agric village and at least one each in other important sites such as aerodrome, fish pond and residential areas, in addition to the mobile team, police sources told CT.
