Parliamentarians Trained on Results-based Budgeting

The members of the Finance and Budget Committee had a one-day conference on Tuesday November 9, 2010.

The members of the Finance and Budget Committee of the National Assembly will from every indication be more efficient in scrutinising the country’s 2011 State budget. This follows the knowledge they acquired yesterday, November 9, during a one-day consensus conference on results-based budgeting and the programme budget organised with the assistance of the German Development Cooperation (GTZ).

For the whole day, the members of the Finance Committee listened to lectures and shared knowledge on the results-based management in the public administration, the programme budget and performance management and the role of parliamentarians in the programme budget. They were also presented documents on the programme budget and shared the experience of the Ministry of Forest and Wildlife on management by results, the lead ministry in the domain.

The First Vice President of the National Assembly, Hilarion Etong, on behalf of the House Speaker, Hon. Cavaye Yeguie Djibril chaired the opening ceremony of the consensus conference. He said it was important as the knowledge acquired will enable the members of parliament properly oversee the implementation of the new finance regime of the State.

The Head of the Coordination Unit of the Programme for the Modernisation of Cameroon’s Administration through Results-based Management (PROMAGAR) who is also Technical Adviser at the Prime Minister’s Office, Elanga Obam described the conference as an expression of collaboration between the executive and legislative arms of government, with the common goal being the modernisation of the country’s administration. He explained that results-based management was aimed at fighting against inertia as it is oriented towards performance. Stating that the system of management deals with attaining the desired objectives within a programmed time schedule, the Unit Head of PROMAGAR, said members of parliament needed to be efficient in the skills in order to better carry out their mission of the oversight of government activities and voting laws. Other speakers included the Chairperson of the Finance and Budget Committee of the National Assembly, Hon. Moutymbo Rosette Julienne epse Ayayi and the representative of the German Technical Cooperation (GTZ).
