Philemon Yang Presents 2011 Financial Programme Today


The Finance and Budget Committee will start scrutinising the 2011 Finance Bill on Tuesday.

The Prime Minister, Head of Government, Philemon Yang will this morning at 9:00 a.m. during a plenary sitting of the National Assembly present government’s economic, financial, social and cultural programme for the 2011 fiscal year. This will come four days after the government tabled the finance bill containing the 2011 State budget that stands at FCFA 2,571, registering an increase of FCFA one billion from that of expiring year 2010.

The Finance and Budget Committee of the National Assembly will on Tuesday, November 16 start scrutinising the finance bill. All the Ministers will have to defend the budgetary allocations for their ministries at the Finance and Budget Committee before the entire House will examine and adopt the budget during a plenary sitting.

The members of the Finance Committee, in order to concentrate mainly on the finance bill henceforth, last week examined two previous bills forwarded to them. The Minister of Finance, Essimi Menye Saturday, November 13, defended at the Committee the Settlement Bill for the 2009 financial year that concerned the budget of FCFA 2,301.4 billion. The Committee equally examined the bill on the organisation of leasing in Cameroon. Members of the Finance and Budget Committee will begin scrutinising the 2011 Finance bill armed with knowledge acquired during different exchange forums. They had a consensus conference on results-based budgeting and programme budgeting as well as a forum on the multilateral commercial system and the way forward in negotiations between the European Union and Africa, Caribbean and Pacific (ACP) countries. Over the weekend the members of the Finance Committee had exchanges with experts from the Audit Bench of the Supreme Court.

The Foreign Affairs Committee on its part, over the weekend examined the bill to authorise the President of the Republic to ratify the African Youth Charter adopted by the 7th session of the Assembly of Heads of State and Government of the African Union on 2nd July 2006 in Banjul, The Gambia. The Minister of External Relations, Henri Eyebe Ayissi defended the bill in the presence of the Minister of Youth Affairs, Adoum Garoua and the Minister Delegate at the Presidency in charge of Relations with the Assemblies, Grégoire Owona.
