The Prime Minister Philemon Yang yesterday presented government’s 2011 economic, financial, social and cultural programme.


The government of Cameroon will in 2011 continue to enhance and consolidate infrastructure development following the programme the Prime Minister, Head of Government, Philemon Yang presented at the National Assembly yesterday, November 15. This was during a plenary sitting chaired by the House Speaker, Hon. Cavaye Yeguie Djibril. The 2011 programme will be executed with the draft budget of FCFA 2, 571 billion against FCFA 2,570 billion for the current year 2010.

Government, the Prime Minister said, plans to tar 200 km of main roads, 150 km of rural roads and put in place 120 community telecommunication centres. Concerning infrastructure, in the justice department, government plans to construct a 5,000-capacity Central Prison in Douala, two new prisons of First Instance in Douala and Yaounde, as well as rehabilitate and equip 18 prisons. In the energy sector, Mr Yang announced that the government will build thermal plants in Mbalmayo, Ebolowa, Bamenda and Yaounde to produce over 100 MW at the cost of about FCFA 60 billion. With regard to water supply, government plans to execute the second phase of the Yatto water supply station that will increase water capacity in Douala from 170,000 cubic metres to more than 260, 000 cubic metres per day. The water supply networks will be reinforced in 19 towns at the cost of FCFA 31 billion.

Education, the government believes, remains the foundation of all development. That is why the Prime Minister stated that in 2011, the government will engage 7,426 new teachers in the basic education sector, improve infrastructure of 150 primary schools, rehabilitate 10 Teachers’ Training Colleges, construct 2,200 new classrooms, as well as 40 new nursery schools and 200 attached houses for teachers. “Areas in Bakassi and Lake Chad, which were handed back to Cameroon, will benefit from a special enrolment programme of FCFA 1.3 billion. In the Secondary Education sector, government will in 2011 build five regional delegations and will also allocate FCFA 4 billion to equip classrooms and workshops in colleges. Government also envisages to create new institutions of higher learning such as the Institute of Maritime Studies in Kribi and that of Wood Works in Bertoua. Two bricks fabrication plants will be created; one in Yaounde and the other one in Douala.

Ministers will today start defending the budgetary allocations for their respective ministries. The Minister of Finance will set the ball rolling. The programme made public at the National Assembly indicates that ministers will finish defending the budgetary allocations at the level of the Finance and Budget Committee on November 23, 2010.
