Abba Sadou Takes Command of Public Contracts

Prime Minister Philemon Yang on wednesday in Yaounde commissioned him as the pioneer Minister Delegate at the Presidency in charge of Public Contracts.

Prime Minister, Head of Government, Philemon Yang yesterday, December 14, 2011 recommended team work, frank collaboration, devotedness and unalloyed loyalty to Abba Sadou, the pioneer Minister Delegate at the Presidency in charge of Public Contracts. The Prime Minister commissioned Abba Sadou into his functions in the building hosting the Public Contracts Regulatory Board, following his appointment by President Paul Biya in the government of December 9, 2011.

Talking to the press after taking office, Abba Sadou said he will get straight away to work to put in place the structures of the Public Contracts Ministry. The Ministry is attached to the General Secretariat of the Presidency. He said its creation was in line with ensuring the effective implementation of the Head of State’s major accomplishments’ vision for the country whose ultimate goal is to make Cameroon an emerging country by 2035.

Abba Sadou declared that the ministry sets out to organise, oversee and ensure the proper functioning of the public contracts. The Public Contracts Regulatory Board that has hitherto controlled the award and execution of public contracts in the country, the Minister said, has a regulatory mission.

The General Manager of the Public Contracts Regulatory Board, Jean Jacques Ndoudoumou, on his part, reiterated that the mission of the ministry as provided by the text, is to organise and ensure the good functioning of the public contracts sector. He stressed that it is the authority in charge of public contracts and will have to launch call for tenders, award contracts and oversee their execution. Stating that the Ministry is in charge of the operational phase of public contracts, he added that it will also participate in the financial drawing up of public contracts. The Public Contracts Regulatory Board or any other structure that may come up, Mr Ndoudoumou said, is in charge of regulation, with the specific mission to furnish the ministry with technical advice and expertise as well as capacity-building.
