Over a Month Left for Ministries to Meet Deadline

President Paul Biya during the Council of Ministers meeting of December 15, 2011 gave ministers 45 days to submit their road maps to the Prime Minister.

The Head of State, Paul Biya has given a working method and principles to guide the day-to-day actions of members of government, with the vision of ensuring celerity and efficiency in processing documents and executing decisions taken.

Addressing the Council of Ministers meeting on December 15, 2011, Paul Biya instructed ministers to produce, each in his or her own sphere and within one and half months, a detailed road map which will be forwarded to the Prime Minister for onward transmission within 15 days to the Presidency of the Republic for approval. This implies that by February 15, 2012, the detailed road maps for each ministry should be at the presidency of the Republic. At the end of six months, the progress report of the road maps have to be prepared and submitted to the Head of State for approval. This was the Head of State’s first meeting with the new government appointed on December 9, 2011.

The Prime Minister, Head of Government, Philemon Yang in a special statement during the first cabinet meeting with the new government, talked about the preparation of road maps and instructed that they be based on the Growth and Employment Strategy Paper (GESP) and the promises made by the Head of State. For the road maps to be properly prepared and executed, the Prime Minister called on cabinet ministers to ensure the budgetary sustainability of the measures adopted, which should be backed by benchmarks and execution deadlines. Ministers have up to January 2012 ending to finalise the detailed road maps for their ministries and submit to the Prime Minister for onward transmission.

Some ministries could benefit from the training opportunities the Advanced Institute of Public Management plans to organize in its Bastos, Yaounde head office from January 3 to 5, 2012, and January 9 to 11, 2012. The Director General of the Institute, Mokwe Edward Misime in a press release, said the workshops will be on methodology, intended to build the capacities of officials concerned with preparing and following up the implementation of road maps in ministries.
