Specialised Unit Heads at the Prime Minister’s Office will today, July 31 effectively begin the pre-evaluation of the reports of the 2012 ministerial roadmaps with the ministries of Public Works, Transport and Housing and Urban Development, classified as infrastructure ministries given the pride of place. Ministries on Friday, July 27 submitted to the Prime Minister’s Office for documentary review reports of the self-evaluation of the implementation of their roadmaps following the instructions of the Head of Government.
The Secretary General at the Prime Minister’s Office, Louis Paul Motaze yesterday Monday, July 30, officially launched the evaluation process. Officials in charge of the evaluation have up to August 13, 2012 to finish the work. The progress report on the implementation of actions contained in the roadmaps will be submitted to the President of the Republic for appraisal on August 14, 2012, Mr Motaze said.
He prescribed rigour and objectivity to the officials who constitute external examiners, stating possibilities that they could get to the ministries when necessary to ascertain whether actions were actually carried out. The criteria to be used in the evaluation include the implementation of each aspect in relation to the deadline contained in the roadmap, appreciation of resources mobilized in relation to the results obtained, coherence between objective strategies and operational interventions and the analysis of subsequent delays in implementing programmed activities.
In order to ensure that the evaluation process is effectively carried out, the Prime Minister, Head of Government, Philemon Yang on July 10, chaired a government seminar on the evaluation methods of the 2012 ministerial roadmaps.
