It will enable them evaluate the performances of public services with appropriate technical gadgets.

The Permanent Secretariat for Administrative Reforms (SPRA) in the ministry of Public Service has been implementing some major reforms to modernise public administration.

The reforms include among others the evaluation of the state human resources and salaries, and the individual assessment of the performance of civil servants. It is for this reason that the “Programme de Renforcement des Capacités des Structures de Contrôle (CASC)” with the prime objective to instill total transparency in the management of public finances, organised a three-day capacity building workshop to arm SPRA’s technical Staff with the necessary control tools.

The Director of SPRA, Chancel Ako Takam, disclosed that SPRA had foreseen resistance to the reforms that are currently being implemented, reason why the technical staff have been drilled on how to face the resistances and make sure that what has to be done at the end of the day is done. Given that all structures that intervene in the management of public finances have precise procedures, SPRA has to see into it that the procedures are as clear and transparent as possible.

For three days, Philip Che Amabo, a participant said the micro-software programme introduced is faster and easier to use, moving from hand-drawn data to laptops. Planning of administrative work, respect of deadline and evaluation skills were some of the modules taught. It is high time participant adapted theory with practical on the field using a participatory approach, Edouard Oum, one of the facilitators cautioned.
