Vote holders in the region would have to embrace best practices to attain set objectives.
The 2013 budget of the West Region has been officially launched by the Permanent Secretary in the West Governor’s office, Mooh Emile Simon, calling on vote holders to use all stringent measures to ensure that the budget execution respects the orientation and commitment plans contained in the government circular on the effective execution of the 2013 State budget.
The launched that took place in Bafoussam on January 10, was attended by public finance managers, Regional Delegates and heads of public service, mayors, public contract officials and businessmen. Though there were no clear statistical presentation at the launch, as stated by the West Regional Controller of Finance, Ndoping Victor, budget provision indicated that there was a slight increase in the 2013 budget as compared to that of 2012. According to Ndoping Victor, experts in financial management, like the Paymaster General, Chief of Sector for Customs and Taxation from the Region, presented papers on the various roles and regulations needed in public budget execution to meet with transparency and stability in the budget management.
Etongo Alexandre Dieudonne, Sub Director for Financial Control in the Ministry of Finance, who represented his Minister, said what was new with the 2013 budget was that common roles, norms and sanctions are earmarked to meet the government vision for development and growth. He added that all these were geared towards meeting the Head of State’s Major Accomplishment challenges. The second aspect, he noted, was the transfer of competence to local authorities, to encourage better local governance, stressing that their implication in development assistance must be handled with greater care, firstly because some are not expert in finance management and secondly, they have to contribute to the development of short and long- term obligation of the population. During the launch, the 2012 budget execution was x-ray and some of the errors pointed out for future correction by the West Regional Controller of Finance.
