Cameroon’s Tranformation Drive Presented

 The 90-page document review’s the country’s socio-economic, judicial and political progress between 2007 and 2013.


Prime Minister, Head of Government, Philemon Yang in the preface of the publication, “2007-2013: Government in Action” describes the publication as “proof through facts and figures”. The bilingual document in the words of Prime Minister Yang contains the, “key milestones, facts and figures which perfectly illustrate Cameroon’s march toward emergence.” “Government in Action” published by the Prime Minister’s Office is divided into three parts, part one concerns democratic and institutional progress; part two consolidation  of economic development and part three deals with  improvement of the living conditions of the population.

Democratic and Institutional Progress

Through pictures and statistics, the publication hails democratic and institutional progress. Clearly singled out are the law on the Electoral Code, the improvements in Elections Cameroon, ELECAM created by Law N° 2006/1 of 29 December 2006 whose imprints are being registered in the organization of two previous elections and current September 30, 2013 legislative and municipal elections. The document equally highlights the establishment of Republican institutions with effective putting in place of the Senate completing the country’s bicameral legislative system, high level meetings between political leaders such as President Paul Biya and leading opposition leader, John Fru Ndi, government’s deep involving in promoting multi-party democratic competition through various elections. Focus is also on the consolidation of the decentralization process, entrenchment of judicial power with the entry into force of the Criminal Procedure Code, Special Criminal Court, improvement of human rights as well as governance.

The publication equally presents Cameroon’s resolve to fight against insecurity and protection of persons and property with key highlight being the organization of the Gulf of Guinea Maritime Safety and Security Summit in Yaounde this 2013. The fight against corruption and measures to ensure transparency in public affairs is treated in the document, with the creation of the Ministry of Public Contracts as key action.

Economic Development

Also in the preface, Prime Minister Yang says “Conclude for yourself: 420 billion  for the Memve’ele dam; 287 billion  for the Kribi deep seaport; 241 billion  for the Douala-Yaounde motorway; 238 billion  for the Lom Pangar dam; 33 billion  for the construction of the 1500 low-cost houses and 25 billion  for the Mekin dam.” All these are just a tip of the iceberg on the ongoing giants projects aimed at consolidating economic development. The document equally presents progress in agricultural and fisheries development, different aspects of regional development, measures to develop the country’s industrial fabric, improvement of business climate and infrastructure development.

Improving Living Conditions

Focus on this part is on efforts in the educational sector, public health, establishment of basic services, energy and water supply. The transport sector emerges with the effective take off of the National Airlines company, Cameroon Airlines Corporation, CAMAIR-CO, efforts of boosting the maritime transport sector with ongoing work at the Kribi ports complex construction works. The document presents the state of the country’s road network and highlights the already completed projects as well as the state of progress on ongoing ones.  Progress in the social domain includes gender empowerment evidenced through the greater participation and representativeness of women in the country’s political life and decision-making positions. The development of sports, youth and leisure infrastructure have also presented.
