House Speaker,  Hon. Cavaye Yeguie Djibril, made the call in Yaounde on November 12, 2013.

The Speaker of the National Assembly, Hon. Cavaye Yeguie Djibril has called on government to clear obstacles that hindered the effective execution of the experimental phase of the programme budget in 2013 and stressed on the fact that there should be no lateness in the start of execution of the 2014 State budget.

He was speaking in Yaounde at the Ngoa-Ekelle National Assembly Glass Palace, Tuesday, November 12, 2013 while chairing the opening plenary sitting of the November 2013 ordinary session of the House which is the first session of the ninth legislative period. The plenary sitting took place in the presence of the President of the Senate, Marcel Niat Njifenji, cabinet ministers led by Prime Minister, Head of Government Philemon Yang among other key dignitaries.

The House Speaker stressed that the November session was essentially devoted to the scrutiny and voting of the 2014 State budget as well as question government on the execution of the 2013 budget. He said 2013 was the year to experiment the programme budget with a rhetorical question whether it succeeded. As concerns the 2014 State budget, he called for the optimal consumption of the investment budget that remains a key element in the development of the country.

Hon. Cavaye Yeguie Djibril said parliamentarians will particularly oversee that there is quality spending and attainment of objectives contained in each programme. He said the House will also ensure respect of innovations in the orders placed by government, taping from the past experiences in order to ensure the total and effective execution of contracts. For success to be achieved, he prescribed the strengthening of budgetary discipline  and training of different actors. At the level of the National Assembly, he disclosed, new members will be trained and capacities of old ones reinforced.

The National Assembly, the Speaker said saluted Cameroon’s accession to Transparency Initiative in the Extractive Industries , stating its importance in attaining President Paul Biya’s vision of Cameroon becoming an emerging country by 2035.  He called for a new impulse in the ongoing decentralisation process in the country at the morrow of the September 30, 2013 twin legislative and municipal elections. Government, he said should put in place all measures for the complete devolution of powers and resources to local authorities by 2015 in view of accelerating local development.
