Voter Registration: Waiting For The New National Register

Elections Cameroon has until December 30, 2014, to publish the updated voters’ roll.

The upgrading of the 2014 electoral roll ended in the country and Cameroon’s foreign missions on Sunday, August 31, 2014. While the process began in the country on January 2, 2014, it only started abroad last February. Elections Cameroon, ELECAM says updating took place in 20 embassies, high commissions and consulates in 9 African countries and 9 others in Europe, USA and South America.

According to the Electoral Code, the Chairpersons of Local Revision Commissions should by September 5, 2014, forward proceedings of their work to ELECAM Divisional Branches. They must in turn dispatch them to Council Branches for posting on billboards, latest October 20, 2014. The posting of provisional voters’ lists allows members of the public and political parties to make any requests for corrections.

Meanwhile, ELECAM Divisional Branches have until November 10, 2014, to receive reports on modifications made on electoral registers and then proceed to draw up revised electoral rolls for their divisions. Upon forwarding to Regional Branches, the lists are expected to be dispatched to the Director General of Elections by December 10, 2014. ELECAM headquarters must publish the upgraded national voters’ register by December 30, 2014.

In accordance with provisions of Section 74 of the Electoral Code, electoral registers are permanent and are subject to an annual revision, spanning from January 1 to August 31, across the national territory. The revision concerns updating and cleaning up the roll. Registration within the revision period only concerned people who, in the meantime, have reached voting age and those who could not participate in the 2013 biometric recompilation of electoral registers. Also concerned were those who had since recovered their electoral qualification or had changed residence.

On the other hand, modifications to the electoral roll involved change of residence and material errors such as the elector’s full name, parentage, date and place of birth. Similarly, cleaning up the electoral roll entailed adding or striking off names of certain categories of citizens, including the dead or those who went to jail. However, the annual revision of electoral registers is suspended immediately after elections are announced.
