Prime Minister Philemon Yang in Yaounde chaired a meeting on results-based management.

Government is working hard to ensure that Cameroonians enjoy the dividends of programme budgeting, which is in its second year in 2014. To this end, the Prime Minister, Head of Government, Philemon Yang, yesterday, September 17, 2014, in Yaounde, chaired the second meeting of the Steering Committee of the Programme for Modernising Governance through Results-based Management, PROMAGAR.

The meeting, which was attended by several ministers, was debriefed by the Minister of Finance, Alamine Ousmane Mey, and his counterpart of Public Service and Administrative Reforms, Michel Ange Angouin, on public finance and the restructuring of the organisational charts of ministries. “We are on track and are pleased to see that appropriation by different stakeholders becomes reality. What is left is ensuring that implementation of the budget delivers expected results,” Minister Ousmane Mey explained, concerning programme budgeting.

He added that plans were underway to improve dialogue between stakeholders, communication with the public and different ministries and ensure that Parliament has better understanding of the processes of programme budgeting. The Finance Ministers recalled that reforms have been carried out in public finance and the award of State contracts, supported by the decentralisation process. All this is to make budget allocation more efficient by delivering the results expected by the public, he explained.

He however noted that it was yet the beginning of a long process of implementing different procedures with a view to ensuring that Cameroon attains emergence by 2035. Also, it is to make sure that resources are properly allocated to well-thought-out projects. Alamine Ousmane Mey disclosed that the PM drew the attention of ministers to the fact that all levels of government must comply fully with the President’s directives on programme budgeting.  “It is hoped that all these measures will improve transparency, performance and the impact of public policies,” the Minister of Finance pointed out.

On his part, Michel Ange Angouin said his ministry conceives the organisational charts of ministries and the supporting laws in line with results-based management reforms instructed by President Paul Biya. He explained that this was intended to continuously improve governance. He said the PM directed that finance reforms be tied to new ministerial organisational charts in line with the programme budgeting system. The Head of Government also instructed that proposals in this light be submitted to him as soon as possible, Minister Ange Angouin disclosed.
