Samba-Panza Unveils Transition Orientations

Focus is on security, national reconciliation, political dialogue and elections.

The President of the transitional government in the Central African Republic, Catherine Samba-Panza yesterday, October 22 in the National Transitional Council that serves as the country’s Parliament, denounced the recent violent attacks perpetrated by Anti-balaka rebel movement in the capital Bangui that halted the already progressing peace and security strides in the country.

She more importantly gave the new orientations and decisions the transitional authorities have taken to lead the process to a successful end with peace, security, national reconciliation and return to democratic governance as key pillars. Describing security as the main problem in the country, Samba-Panza in a speech published by CENTRAFRIQUE LIBRE, said she has decided to create a Rapid Intervention Unit, part of the highly requested national force to better secure the population from recurrent deadly attacks as well as professionalise the force.

She called for total collaboration with the Joint Reflection Committee between Government and the United Nations in view of putting in place appropriate strategies concerning the national army. She said government would double efforts to resettle displaced people.

Talking about justice, the Transitional President said she has instructed magistrates to register all complaints filed by citizens and victims of the crisis for rapid judgement within the country. Concerning cases of crimes against humanity, the International Criminal Court has   been contacted to handle them. She announced regular consultations with all stakeholders in the Central African society to enhance national reconciliation and political dialogue.

She said the issue of enlarging the National Transitional Council would be handled during the consultation sessions. Political dialogue, she pointed out, will have as ultimate goal the holding of democratic elections. Catherine Samba-Panza announced that she will not stand as candidate in the elections. She called on the National Elections Authority to without delay submit a detailed and precise electoral programme to all partners. She addressed specific messages to youths, women and armed groups calling for patriotism.
