Annual Audit Programme: Inspectors General Learn Elaboration Techniques

The Minister Delegate at the Presidency in charge of Supreme State Audit opened a one-week training yesterday.

Inspectors General of some ministries have gathered at the annex building of the Ministry of Supreme State Audit Office in Yaounde to learn best practices in the elaboration of annual audit programmes. They started meeting yesterday November 17, 2014 in a one-week training workshop that ends on November 21 to acquire skills on better planning for annual programmes by reducing the risk of not attaining development objectives.

Opening the workshop, the Minister Delegate at the Presidency in charge of Supreme State Audit, CONSUPE, Henri Eyebe Ayissi, underlined that risk analysis and elaboration of annual audit programmes constituted the route to excellence, the touch lamp that lights the way to emergence and the indicator to live-changing decision-making in administrations that have the effective management of State finances at heart. He therefore challenged the internal auditors to bear in mind the importance of producing good audit results especially at a time when the country was experiencing the results-based budget programming with the view of catapulting the country’s economy to emergence by 2035 as wished by the Head of State. 

The inspectors General who have been described as the live wires of government ministries will focus on overcoming risk in audits so as to be able to validate internal controls, ensure that the environment is functioning as planned, that assets are adequately safeguarded, and that the ministries are operating in conformity with established policies.

Reminding them of the workshop’s theme, “Risk analysis and the elaboration of annual audits”, Eyebe Ayissi reminded participants to be able to identify, analyse, respond, gather information about, and monitor strategic risks that could actually or potentially hamper the achievement of their missions. He invited them to show proof of availability, punctuality, attentiveness and to remain proactive to exchanges with experts of CONSUPE as they train them on the need for both to adopt efficient governance attitudes that will be compared to none at the regional and international level.
