Governance Programme: Dr Bernard Momo Takes Over

He was commissioned on Friday, January 9, 2015, by Prof. Touna Mama.

The new Coordinator of the National Governance Programme, Dr Bernard Momo, has been urged to ensure that the government’s Greater Achievements’ policy receives a fresh impetus during his tenure. Speaking at the Prime Minister’s office in Yaounde on Friday, January 9, 2015, while commissioning the Coordinator, the Special Adviser No. 1 to the Prime Minister, Prof. Touna Mama, said the programme has to contribute to the improvement of the economic development and social policy of government in three key areas.

These, he said, are strengthening government’s role as facilitator and regulator, improving the business climate and further engaging people and civil society groups in the management of public affairs. Prof. Touna Mama, who stood in for the Secretary General in the Prime Minister’s office, Louis Paul Motaze, noted that the governance programme has brought about judicial and institutional reforms. With two phases already carried out, the third is about to be embarked on.

Meanwhile, challenges remain in tackling efficiency and transparency in public management, curbing obstacles to the growth of the private sector, fighting corruption and strengthening the state of law, the Special Adviser noted. Speaking earlier, Dr Bernard Momo said one of his major tasks was to give better visibility to the programme by ensuring that stakeholders are remobilised for greater results. The National Governance Programme was created by President Paul Biya on June 29, 2000, with Jean Jacques Ndoudoumou appointed the first Coordinator.

Appointed on December 19, 2014 by Prime Minister Philemon Yang, Dr Momo replaces Prof. Dieudonné Oyono, who was named Rector of the University of Douala on June 29, 2012 by the Head of State. The holder of a PhD in Public Law, Dr Bernard Momo, has among others, been Mayor of Dschang in Menoua Division of the West Region, Technical Adviser in the Ministry of Public Service and Administrative Reforms and Director of Studies, Discipline and Disputes in the same ministry. He has served with the National Governance Programme since inception.
