FCFA 116 Billion For Investment In Littoral

The amount was made public in Douala on January 9, 2015 by a delegation from the Ministry of Finance.

Littoral I made up of the Sanaga Maritime and Wouri Divisions have been allocated FCFA 116 billion as 2015 Public Investment Budget, PIB. The announcement was made in Douala by the delegation leader from the Ministry of Finance, Ntsek Serge Dieudonné during the budget launching in Douala.

The Delegation leader who is also the Budget Control Director at the Ministry of Finance, said the launching of the 2015 budget, that marks the end of the first phase of performance-based budget which kicked off in January 2013, is an occasion for stakeholders to evaluate the execution of the first two years, note the shortcomings and strive for correction. Carrying out checks and balances, he disclosed the 2014 results were encouraging compared to those of 2013 and hoped that 2015 shall be more encouraging.

During the launching, about 95 per cent was earmarked for investment budget and some priority projects include the completion of the second bridge over the Wouri River, the construction of the Douala prison and the Yaounde-Douala motorway.  

The occasion was a rare moment for the delegation to edify local and regional stakeholders on the circular of the Ministry of Finance signed on December 31, 2014, which is an instrument of application that contains instructions relative to the execution of finance laws, the monitoring and control of State budget execution and administrative public establishments for 2015.

The circular also specifies the rules, principles and practical modalities for a regular and harmonise execution of public budget in Commitment Authorisations (CAs) and Payment Appropriations (PAs). The document is directed at authorising officers, contracting authorities, financial controllers, programme managers and public accountants and other stakeholders of the execution chain of the Finance Law in general and public finance in particular.

The instrument of application also encouraged the use of local material for construction like compressed earth blocks produced by the Local Material Promotion Authority (MINPROMALO). During the budget launching, Littoral’s governor, Joseph Beti Assomo, enjoined stakeholders to respect regulations of public contract to the letter, be disciplined and responsible in the execution process in order to provide better living conditions to the population and as well contribute towards vision 2035.  

The 2015 budget shall be executed within a context of optimum mobilisation of external and domestic revenue, the search for greater socio-economic efficiency of expenditure and the improvement of quality public spending and the promotion of a rigorous discipline in the execution of public finances.
