Government Tables Another Bill In Parliament

The bill to establish a motor vehicle fund was declared admissible by the Chairmen’s conference before being presented to the plenary on Friday June 19, 2015.

Government has tabled one more bill to the National Assembly in the on-going June session of the Legislative year. The bill to establish the Cameroon Motor Vehicle Guarantee Fund and lay down its compensation scheme was declared admissible by the Chairmen’s Conference of the National Assembly on Friday June 19, 2015, before being presented at the House Chamber during the plenary sitting chaired by the House Speaker, Honourable Cavaye Yeguié Djibril.

The bill, according to an explanatory statement, is intended to enable Cameroon to comply with the requirements of the 10 July 1992 Treaty establishing the Inter-African Conference on Insurance Markets (CIMA). Article 600 of the Treaty institutes in each Member State, a Motor Vehicle Guarantee Fund responsible, where the person liable for damage is unknown or uninsured, for bearing medical expenses within the ceiling established by the instruments of each member State and compensating victims of damage resulting from an accident caused by a moving vehicle.

The enactment of the bill will fill the legal and institutional void created by the dissolution, on 29 December 2008, of the motor vehicle guarantee fund established earlier by Law No. 65/LF/9 of 29 May 1965. The bill has been referred to the Finance Committee of the National Assembly for scrutiny and will be defended by the Minister of Finance. Friday’s plenary sitting also saw five cabinet ministers provide answers to questions posed by members of the National Assembly in a bid to check government actions.
