National Assembly Adopts Two Bills

A plenary session chaired by the House Speaker, Hon. Cavaye Yeguie Djibril, held yesterday June 25, 2015 in the hemicycle. 

Two bills that were admitted by the National Assembly for scrutiny on June 16 and June 19, 2015, respectively, were adopted during a plenary session presided by House Speaker, Hon. Cavaye Yeguie Djribril, yesterday June 25, 2015.

Presenting the Finance and Budget Committee’s report, the Rapporteur General, Hon Koa Luc, explained that the committee sat on June 22, 2015 to scrutinise the first bill to ratify Ordinance No. 2015/2 of June 2, 2015 to amend and supplement some provisions of the April 19, 2002 Law instituting the General Tax Code.  Defended by the Minister of Finance, Alamine Ousmane Mey, in the presence of the Minister Delegate at the Presidency in charge of Relations with Parliament, Amadou Ali, the said ordinance provides, amongst others, that the amount of the additional excise duty resulting from the application of the special taxation system is reduced for alcoholic beverages.

Hon. Koa Luc reported that the new rates take into account both the need to boost State revenue and the need to check high living costs, particularly with regard to beer; a product largely consumed by underprivileged population segments.

After the bill was adopted by plenary, Hon. Koa proceeded with the committee’s conclusions on the second bill to establish the Motor Vehicle Guarantee Fund and lay down its compensation scheme. On the whole, the creation of the Motor Vehicle Guarantee Fund will enable the compensation of victims of accidents caused by uninsured drivers or by unidentified offenders who account for 30 per cent of accidents. “The enactment of the bill will fill the legal and institutional void created by the dissolution on December 29, 2008 of the Motor Vehicle Guarantee Fund established by the May 29, 1965 law,” Hon. Koa reported. 

After two questions were addressed to the Minister of Finance on the second bill, the plenary proceeded with its adoption. A question-answer plenary session with members of government holds today.
