National Assembly Votes Two Bills

The bills were endorsed on November 24, 2015, in a plenary sitting chaired by House Speaker, Cavaye Yeguié Djibril.

The National Assembly meeting in a plenary at the House Chamber yesterday November 24, 2015, adopted two bills submitted by government. The plenary chaired by House Speaker, Cavaye Yeguié Djibril was consecrated to general discussions and the adoption of the bill to authorize the President of the Republic to ratify the Agreement between the governments of Cameroon and the Republic of Mali relating to the movement of persons and goods.

The agreement was signed in Yaounde on September 8, 2015. The second bill was to authorise the President of the Republic to ratify the Convention relating to the Agency for the Safety of Aerial Navigation in Africa and Madagascar (ASECNA) adopted on 12 January 2010 in Ouagadougou, Burkina Faso and signed on 28 April 2010 in Libreville, Gabon.

The agreement between Cameroon and which repeals and replaces the Establishment Convention concluded in 1964 between both countries, according to the Foreign Affairs Committee report, provides a modernised legal framework capable of effectively meeting the security requirements related to the movement of people and goods between Cameroon and Mali. The Minister Delegate in the Ministry of External Relations in charge of Relations with the Islamic World, Adoum Gargoum provided clarifications to MPs on the merits of the bill and related migration issues before it was adopted.

Transport Minister, Edgard Alain Mebe Ngo’o was also present to take questions from the MPs on the benefits of ratifying the ASECNA Convention. He said ASECNA would among other things help in developing and securing air transport in the country. On the MA60 aircraft grounded since acquisition some 10 months ago, he revealed that the planes have now been certified and after some inspections and other procedure, would commence internal flights.
