Public Funds: International Audit Norms Under Review

Members of the Sub-Saharan Francophone African Institutions of Supreme State Audit began meeting yesterday in Yaounde to evaluate the implementation of norms.

Supreme State Audit Institutions in Sub-Saharan Africa (CREFIAF) are meeting in Yaounde to review the implementation of the international control norms put in place by the International Supreme State Audit Institutions (INTOSAI). Cameroon’s Minister Delegate at the Presidency in charge of Supreme State Audit Office, Rose Mbah Acha Fomundam, who also serves as the President of the Executive Committee of CREFIAF, yesterday June 20, 2016, opened the two-week get-together for 23 member countries to evaluate their conformity to international norms in the control of public funds. 

The meeting is organised by the Development Initiative of the International Organisation of Supreme Audit Institutions (IDI) for auditors to align to the strategic orientations of the International Supreme Audit Institutions in view of becoming certified auditors in public finance control. The Minister Delegate at the Presidency in charge of Supreme State Audit Office stressed that the objectives of the certification programme launched in 2015 were to professionalise public finance auditing, reinforce competences as well as improve the credibility of Supreme State Control institutions.

The Yaounde meeting, she added, will enable supreme State control institutions to evaluate the implementation of the norms and peculiar challenges of each institution in implementing the international control mechanisms.

According to the Capacity Development Manager of IDI, Celestine Mgboa Ankamtsene, State auditors play a crucial role in the wellbeing of their respective communities through financial and conformity audits and relevant recommendations produced thereafter. The current meeting which is in its 3rd phase since the launch of the programme in 2015, is intended to create a pool of experts in international auditing norms that will assist national Supreme Audit Institutions in the implementation of the international norms at the national, regional and international levels.
