UN Raises Fears Of DRC Violence

The risks of trouble are provoked by the tense political climate and activities of armed groups.

A Geneva-based Committee that brings together UN agencies and Non- governmental Organisations has published a report in which the Democratic Republic of Congo is classified one of the countries highly exposed to troubles and tensions in the coming months, RFI reported. The report further cites the comments of analysts who liken the violence could be ignited in country to that in neighbouring Burundi.

The bone of contention that points to probable violence in the Democratic Republic of Congo  is the expected presidential election  which in respect of the electoral calendar ought to take place in November 2016 when the second term of office of President Joseph Kabila ends. Faced with the tense political situation in the country, the African Union designated Edem Kodjo, facilitator of the peace process which could only come to fruition through an inclusive political dialogue.

While President Kabila holds tight to the dialogue which he believes will chart the way forward in the country’s political life, including elections, the opposition is vehemently opposed to the dialogue. Mr Kabila announced during the governor’s meeting last week that elections will hold at all levels.

The stalemate in the prospects of the dialogue that further confirm future uncertainty is the decision of the opposition during their recent meeting in Brussels. In the meeting convinced by the main opposition leader Etienne Tshisekedi, the opposition leaders rejected the dialogue summoned by President Kabila, called on him to quit when his second term of office ends  and insisted on the application of  Resolution 2277 of the UN Security Council that calls for the respect of constitutional provisions with regard to the presidential election, inclusive dialogue and the involvement of the international community. The presidential majority has accused the opposition of fomenting an institutional coup d’Etat.

Other issues raised in the report that are pointers to future violence include arbitrary arrest of opposition figures and subsequent fight back.  Fears of the massive displacement of the civilian population are also raised not only in the capital, Kinshasa but also in the Kivu region where government forces have launched an onslaught against armed groups.
